İNGİLTERE’DE ON YEDİNCİ YÜZYIL DEVRİMLER ÇAĞI VE PARLAMENTARİZMİN GELİŞİMİ DOĞRULTUSUNDA BÜTÇE HAKKI

Abstract

Bütçe hakkı kavramı, tarihsel olarak parlamentarizmin ve demokrasinin gelişimi ile ortaya çıkmıştır. Bu bakımdan bütçe hakkı, Batı Avrupa'da monarkların vergileri belirleme ve toplama konusunda parlamentoya ve dolayısıyla halka danışması ve daha sonrasında bu hakkın tamamen parlamentonun belirleyiciliğinde olduğu bir süreçler dizi ile gelişmiştir. İngiltere'de bütçe hakkı, özellikle 17. yüzyılda meydana gelen siyasi ve ekonomik devrimlerle yakından bağlantılıdır. İngiliz toplumsal, ekonomik ve siyasal düzeninin merkezinde gerçekleşen devrimler, zaman içerisinde parlamentarizmin ilerlemesinde ve sanayi devriminin patlak vermesinde önemli bir rol oynamıştır. İngiliz devrimlerinden başlıca ikisi ve bunlardan sonra yaşanan olaylar, monarkların vergileme başta olmak üzere birçok görev ve yetkilerinin parlamentolara geçmesi ile sonuçlanmıştır. Bundan sonra parlamento, halkın temsil edildiği siyasal kurum olarak bütçenin onaylandığı, hükümete yetki verildiği, denetlendiği demokratik bir yapı haline gelmiştir. Bu çalışmada da İngiltere'de 17. yüzyılda yaşanan devrimler çağı bağlamında, bu devrimlerin parlamentarizm ve bütçe hakkı üzerindeki etkisi belirlenmek istenmektedir. Bunun için konunun açıklanmasında, İngiliz devrimlerinin ayrıntılı bir siyasal, ekonomik ve toplumsal analizinin yapılması da amaçlanmaktadır

The concept of the budget right has historically emerged with the development of parliamentarism and democracy. In this respect, the budget right has evolved in a series of processes in Western Europe where the monarchy is in the determination of parliament and consequently the public consultation on the collection and collection of taxes. The budget right in the UK is closely linked to the political and economic revolutions that took place in the 17th century. The revolutions that took place at the heart of British social, economic and political order played an important role in the progress of parliamentary progress over time and in the eruption of the industrial revolution. The two major events of the British revolutions and the subsequent events have resulted in the parliamentary passing of many duties and powers, especially the taxation of the monarchs. After that, the parliament became a democratic structure in which the budgetary is approved, the authority is granted and supervised as the political institution in which the people are represented. In this study, it is aimed to determine the effects of these revolutions on parliamentarism and budget right in the 17th century revolution in England. For this purpose, it is also intended to make a detailed political, economic and social analysis of the British revolutions
