TÜRKİYE'DE HİDROELEKTRİK ENERJİNİN GELİŞİMİNDE ÖZEL SEKTÖR KATKISININ İRDELENMESİ: DOĞU KARADENİZ HAVZASI ÖRNEĞİ

Abstract

Bu çalışmada, Türkiye’nin kuzey doğusunda DSİ 22. Bölge Müdürlüğü bünyesinde özel sektör ve resmi kurumlar tarafından gerçekleştirilmiş ve gerçekleştirilecek hidroelektrik santral projelerinin şimdiki durumu incelenerek bu projelerin gelecek yıllarda hidroelektrik üretime muhtemel katkıları araştırılmıştır. Ayrıca, bölgedeki santrallerin, Türkiye’deki ulusal ekonomiye katkıları ve Türkiye’nin toplam hidroelektrik ve küçük hidroelektrik potansiyellerin değerlendirilme oranları tespit edilmiştir. Çalışılan alanla ilgili yapılmış olan potansiyel belirleme çalışmalarından elde edilen potansiyellerle ilgili bir kıyaslama yapılarak DSİ 22. Bölge Müdürlüğü’nün faaliyetlerinin potansiyeli ne kadar karşıladığı belirlenmiştir (Akdoğar, 2006; Eroğlu, 2011). Önceki yıllarda Doğu Karadeniz Havzası için yapılan bir çalışmada, bu çalışmanın kapsadığı bazı illerde çalışmanın yapıldığı yılda geliştirilmiş ve geliştirilmekte olan hidroelektrik santrallerin durumu ile şu anki durum kıyaslanarak geçen 4 yıl süredeki gelişmeler irdelenmiştir (Aslan, 2009). Buradan yola çıkılarak 4628 Sayılı Elektrik Piyasası Kanunu’nun ve dolayısıyla özel sektörün ilgi alanındaki hidroelektrik enerji gelişimine katkısı araştırılmıştır.

In this study, the current status of the developed and developing hydropower plant projects carried out by the private sector and governmental agencies within the 22. Regional Directorate of the State Water Works in the northern east of Turkey was examined and the possible contribution of these projects to hydropower generation in the coming years was investigated. In addition, the contribution of the hydropower plants in the study area to the national economy of Turkey, the assessment rates of Turkey’s total hydropower and small hydropower potentials with hydropower projects in the study area were identified. A comparison between the results of the potential determination works carried out previously in the study area and the results of this study was performed, and thus, it was determined how the activities of the DSI 22 (Akdoğar, 2006; Eroğlu, 2011). Regional Directorate meets the identified potentials. The status of hydropower plants obtained for 2009 year in a previous work conducted for the Eastern Black Sea Basin and the hydropower status obtained for 2013 year in this study were compared in the provinces which overlap in the two studies (Aslan, 2009). Thus, developments in the last 4 years period were discussed and the contribution of the private sector and Electricity Market Law No. 4628 to the development of hydropower energy was investigated.
