Afet ve Acil Durum Kayıtlarından 50 Yılın (1960-2010) Analizi: Gümüşhane İli Örneği

Abstract

Bu araştırma; tanımlayıcı tipte bir araştırma olup; veriler, 50 yıllık resmi kayıtların taranması ile elde edilmiştir. Kayıtların büyük çoğunluğunda literatürle uyuşmayan tanımlamaların olduğu, verilerin eksik olduğu, dosyaların belli bir standartta oluşturulmadığı, kişisel görüşlere fazlaca yer verildiği tespit edilmiştir. Ayrıca, mevcut dosyaların arşivde düzensiz ve uygunsuz şekilde saklandığı için zamanla yıprandığı ve kullanılamaz hale geldiği de tespit edilmiştir. Gümüşhane İlinde, 50 yılda (1960-2010) 143 adet afet veya acil durumun meydana geldiği tespit edilmiştir. Meydana gelen başlıca afet türleri; sırasıyla heyelan, kaya düşmesi, su baskını, çığ ve deprem şeklinde gerçekleşmiştir. Kayıtlarda büyük trafik kazası, patlama, yangın, aşırı kar yağışı ve kuraklık gibi acil durum ve afetlere ait bilgilerin bulunmadığı tespit edilmiştir. Gümüşhane’de 50 yılda meydana gelen olaylarda 13855 hane ve 512 kişi etkilenmiştir. Bu olaylardan 1971 yılında meydana gelen kaya düşmesi nedeniyle 5 kişinin hayatını kaybettiği tespit edilmiştir. Bu çalışmayla, afet yönetimi açısından dokümantasyonun mevcut durumu ortaya konulmuş ve iyileştirilmesi açısından gerekli önerilerde bulunulmuştur.

This research; is a descriptive type of research; the data were obtained by screening official records of 50 years. In the vast majority of records, it has been determined that there are descriptions that are incompatible with the literature, that the data are incomplete, that the files are not set in a certain standard, that there is a lot of personal opinions. It has also been found that the existing files have become worn out and unusable over time due to the irregular and improper storage of the archive. It has been determined that in Gümüşhane province, in the 50 years (1960-2010) 143 disasters or emergencies took place. The main types of disasters occurred were; landslide, rock fall, flood, avalanche and earthquake respectively. The records indicate that there is no information about emergencies and disasters such as major traffic accidents, explosions, fires, heavy snowfall and droughts. In the events that took place in Gümüşhane in 50 years, 13855 households and 512 people were affected. In these events, it was determined that five people lost their lives because of the rock fall that took place in 1971. With this study, the present situation of documentation in terms of disaster management has been put forward and necessary suggestions have been made in terms of improvement.
