Abstract

Turkey is located on one of the most active fault zones in the world and the amount of the loss of human life and lost property in the earthquake damaged areas become much more than the developed countries. The 17 August Marmara earthquake offers large laboratory facilities for the engineers and society to take lessons from earthquakes. Earthquakes introduce beyond the loss of human life and lost property, the other problems such as health, sheltering, food, labor force and forensic problems. The determination of the building damages and the property losts occurred a result of the earthquake is important and it is required to be done careful. The mistakes on the determination of the building damages and the earthquake aids cause forensic problems and a lot of earthquake victim turn to the courts to denial the decisions. In this study, after the 17 August Marmara earthquake and 12 November Düzce, the general evaluation the ways on the determination of the building damages by The Ministry of Public Works and Settlement and the on pleads as results of this evaluations are done and lost of task-forces are presented.
