E-belediye ve e-demokrasi: Ordu, Samsun ve Trabzon büyükşehir belediye web sayfalarının karşılaştırmalı olarak incelenmesi

Abstract

Bilgi ve iletişim teknolojilerinde yaşanan gelişmeler, var olan dünya düzenini yeniden biçimlendirmiş; bilgisayar ve internet başta olmak üzere birçok teknolojik araç, insan hayatının vazgeçilmez birer unsuru olmuştur. Özellikle de internetin gelişim gösterdiği en son evre; yerel düzeyde insanları, siyasal ve idari süreçlere karşı birçok beklenti içerisine sokmaktadır. Var olan bu beklentilerin bir yansıması olarak siyasal ve idari süreçler içerisinde bir dizi değişim kaçınılmaz bir hal almıştır. Bu noktada belediye ve vatandaş ilişkisinde karşılıklı etkileşimi ön plana çıkaracak e-belediye süreci gündeme gelmektedir. E-Belediye süreci içerisinde belediye ile vatandaş arasında bağ oluşturup, etkileşimi artıracak pek çok araç bulunmaktadır. Şüphesiz ki bu araçlardan biri de belediyelerin resmî web sayfalarıdır. Bu çalışmanın amacı, Türkiye'de e-devletin yerel düzlemdeki ayağı olarak ifade edilen e-belediye uygulamalarını e-demokrasi üzerinden incelemektir. Bu bağlamda çalışma; Ordu, Samsun ve Trabzon büyükşehir belediyeleriyle sınırlandırılarak ilgili belediyelerin web sayfaları, e-demokrasi üzerinden ele alınmıştır. Araştırmanın ana hipotezini ise "Ordu, Samsun ve Trabzon Büyükşehir Belediye web sayfaları, e-demokrasi noktasında yeterli seviyededir." fikri oluşturmaktadır. Araştırma kapsamında büyükşehir belediye web sayfalarının, etkileşim ve e-katılım işlevinden daha çok bilgilendirme amaçlı kullanıldığı ve bu doğrultuda e-demokrasinin henüz başlangıç seviyelerinde seyrettiği sonucuna ulaşılarak hipotezin sağlanamadığı görülmüştür.

Developments in information and communication technologies have reshaped the existing world order; Many technological tools, especially computers and the internet, have become an indispensable element of human life. In particular, the last phase of the development of the internet; At the local level, it puts people in many expectations against political and administrative processes. As a reflection of these existing expectations, a series of changes in political and administrative processes have become inevitable. At this point, the e-municipality process comes to the fore, which will highlight the mutual interaction in the relationship between the municipality and the citizen. Within the e-Municipality process, there are many tools that will create a bond between the municipality and the citizen and increase the interaction. Undoubtedly; One of these tools is the official web pages of municipalities. The aim of this study is to examine the applications of e-municipality, which is expressed as the local leg of e-government in Turkey, through e-democracy. Working in this context; Limited to Ordu, Samsun and Trabzon metropolitan municipalities, the web pages of the relevant municipalities were handled through e-democracy. The main hypothesis of the research is that "Ordu, Samsun and Trabzon Metropolitan Municipality web pages are sufficient in terms of e-democracy." constitutes the idea. Within the scope of the research, it was seen that the hypothesis could not be provided by reaching the conclusion that the metropolitan municipality web pages are used for information purposes rather than the interaction and e-participation function, and in this direction, e-democracy is still in its initial stages.
