Karadeniz Bölgesi'nde yer alan devlet hastanelerinin 2018 yılı sağlık hizmetleri etkinliğinin Veri Zarflama Analizi yöntemi ile değerlendirilmesi

Abstract

Sağlık hizmeti yüksek teknoloji barındıran ve insan kaynağının yoğun olduğu alanların başında gelmektedir. Sağlık hizmeti sunumunda hastanelerin rolü bir hayli fazladır. Bu noktada hastane kaynaklarının etkin kullanımı ve etkin olmayanların belirlenerek kaynak israfını ortadan kaldırmaya yönelik çalışmaların yapılması günümüzde son derece önemlidir. Bu çalışmada, Karadeniz Bölgesi'nde bulunan devlet hastanelerinin etkinlik analizleri yapılmıştır. Veri Zarflama Analizi yöntemi ile yapılan bu ölçümde 5 adet girdi ve 6 adet çıktıdan faydalanılmıştır. Belirlenen girdi ve çıktılar Win4Deap2 programına yüklenmiş ve çıkan sonuçlar değerlendirilerek hastanelerin etkinlikleri ölçülmüştür. 124 adet hastanenin yer aldığı hesaplamada toplamda 72 hastanenin etkin olduğu ve 52 hastanenin ise etkin olmadığı bulgusu elde edilmiştir.

Health care is one of the areas where high technology and human resources are intensive. The role of hospitals in the provision of health services is quite large. At this point, effective use of hospital resources and the identification of inactive ones to eliminate the waste of resources is extremely important in these days. In this study, efficiency analyses of state hospitals in the Black Sea Region were made. In this analysis the Data Envelopment Analysis method was used with 5 inputs and 6 outputs. The determined inputs and outputs were uploaded to the Win4Deap2 program and the efficiency of the hospitals was measured by evaluating the results. In the calculation involving 124 hospitals, a total of 72 hospitals were found to be effective and 52 hospitals were ineffective.
