Türkiye'de bölgesel kalkınma ajanslarının bölge ekonomisi üzerine etkisi: Doğu Karadeniz Kalkınma Ajansı örneği

Abstract

Bölgesel kalkınmanın sağlanmasında önemli bir araç olan bölgesel kalkınma ajansları (BKA), bulundukları bölgedeki gelişmişlik farklarının azaltılması ve bölgedeki yerel aktörlerin harekete geçirilmesiyle bölgenin sosyo-ekonomik gelişmesine katkı sağlamaktadır. Bu çalışmada kalkınma ajanslarının bölge ekonomisine etkisi incelenmiştir. 1950'lı yıllardan itibaren bölgesel kalkınma politikalarının gelişimi ve BKA'ların incelenmesinin ardından, Türkiye'deki Kalkınma Ajansları'nın uygulamaları irdelenmiştir. Bu çalışmanın amacı, Türkiye'de faaliyet gösteren BKA'ların bölge ekonomisi üzerinde olan etkilerini TR90 Bölgesi'nde faaliyet gösteren Doğu Karadeniz Kalkınma Ajansı (DOKA) özelinde ele almaktır. DOKA'nın faaliyetleri ve bölgeye sağladığı destekler incelenerek bölge ekonomisine olan etkisi analiz edilmiştir. Sonuç olarak, ajansın yürüttüğü proje ve faaliyetlerin bölge kalkınmasına görece katkı sağladığı görülmüştür. To achieving regional development, Regional Development Agencies are important tools that they decrease the regional development differences and activate regional actors so they contribute in region socio-economical development. Effects of development agencies to regional economies have been examined in this study. Regional development policies from 1950s and RDAs have examined and then practices of RDAs of Turkey have studied too. Aim of this study is to examine the effects of regional development agencies on regional economies from the viewpoint of examining Eastern Black Sea Development Agency (EBDA) which operates in TR90 region. Operations and supports of Eastern Black Sea Development Agency (EBDA) have been examined and their effects on regional economy have been analyzed. As a result, it is clear that, operations and projects of agency has relative contribution on regional development.
