İlköğretim okullarının afet ve acil durumlara yönelik kurumsal hazırlıklarının değerlendirilmesi (Gümüşhane ili örneği)

Abstract

Ülke topraklarının bölgesel olarak çeşitli tehlikeleri bünyesinde barındırması, afet ve acil durumlara yönelik kurumun ihtiyaç ve isteklerine cevap verebilecek esnek planların yetersizliği ve bireysel korumasını sağlayamayan yaş grubundaki çocukların okulda geçirdikleri süre dikkate alındığında kurum bazında kapasite, risk, tehlike ve zarar görebilirliklerin ortaya konulduğu hazırlık planlarına ihtiyaç vardır. 1999 Marmara Depremi sonrası oluşturulan afet yönetimi politikaları ile afet ve acil durumlara yönelik kurumsal ve bireysel hazırlıklara önem verilmiştir. Temel kurumlardan biri olan okullarda da afet ve acil durumlara yönelik olarak hazırlık çalışmaları yapılmakla beraber bu çalışmaların yeterlilik düzeylerinin ölçümleri sınırlı sayıdadır. Bu sebeple literatüre katkı sağlamak ve ilköğretim okullarındaki afet ve acil durumlara yönelik kurumsal hazırlıkları değerlendirmek adına bu alanda çalışma yapılması gerekliliği doğmuştur. Mevcut eksikliklerden dolayı gerek duyulan bu çalışmanın amacı Gümüşhane ilinde bulunan ilköğretim okullarının afet ve acil durumlara karşı kurumsal hazırlıklarını araştırmaktır. Bu çalışma ilköğretim okullarında afet ve acil durumlara karşı yapılan hazırlıkları, okullar arasındaki farkları tespit etmek amacıyla tanımlayıcı olarak yapılacaktır. Çalışmanın okullardaki afet ve acil durum planlarını, kurumlar arası koordinasyon ve işbirliğini, tatbikatlar ve risk analizlerinin yeterliliğini belirleyici nitelikte olması hedeflenmektedir. Araştırma 2017-2018 Eğitim- Öğretim yılında Gümüşhane ilindeki 65 ilköğretim okulunda çalışan 173 sınıf öğretmenine 2010 yılında Yrd. Doç. Dr. Aysel Kökçü tarafından geliştirilen „Ortaöğretim Kurumlarında Afet ve Acil Durumlara Hazırlık Ölçeği? anket formu uygulanarak gerçekleştirilmiştir. Elde edilen veriler SPSS programı uygulanarak analiz edilmiştir. Anket formunun okullar arası afet ve acil durumlara kurumsal hazırlık açısından farklılıkları ortaya koyması beklenmektedir. Ayrıca sınıf öğretmenleri ve idari personelin kurumdaki görev süresi, görev türü, eğitim durumu, yaş ve cinsiyet gibi değişkenlerinin kurumun hazırlıklarındaki rolünün değerlendirilmesi beklenmektedir.

The aim of this study is to investigate the institutional preparations of primary schools in Gümü?hane province against disasters and emergencies. This study will be conducted as a descriptive study to determine the differences between schools in preparation for disaster and emergency situations in primary schools. It is aimed that the worker will be able to determine the disaster and emergency plans in schools, the coordination and cooperation between the institutions, the adequacy of the exercises and risk analyzes. Research in 2017-2018 academic year, 173 class teachers working in 65 elementary schools in Gümü?hane province, Assoc. Dr. Aysel Kökçü developed the questionnaire for the 'Disaster and Emergency Preparedness Survey in Secondary Education Institutions'. The obtained data were analyzed by applying the SPSS program. It is expected that the questionnaire will reveal differences in institutional preparation for disaster and emergency situations between schools. It is also expected that the role of classroom teachers and administrative staff in the institutional preparation of the variables such as duration of the institution, type of duty, education status, age and gender are evaluated.
