Türkiye'de hanehalklarına yapılan sosyal yardımların belirleyicileri

Abstract

Sosyal yardımlar ayni ve nakdi yardımlar yoluyla bireyler veya haneler arasındaki eşitsizlikleri önlemede kullanılan en önemli sosyal politika araçlarından biridir. Sosyal yardımların kimlere ve hangi kriterlere göre verileceği ve sosyal yardım alıcılarının sosyo ekonomik profillerinin incelenmesi, uygulanan sosyal yardımların ne derece verimli olduğunu ölçmek açısından önemlidir. Bu çalışmanın amacı, Türkiye İstatistik Kurumu (TÜİK)'in yapmış olduğu Hanehalkı Bütçe Anketi (HBA) mikro veri setinden yararlanarak kantil regresyon yöntemiyle sosyal yardımların, haneye ait; yaş, cinsiyet, medeni durum, eğitim gibi hanehalkı sosyo ekonomik faktörlerinin etkisini araştırmaktır. Ekonometrik analiz neticesinde elde edilen önemli bulgular; kadınların erkeklerden, bekar bireylerin evlilerden daha fazla sosyal yardım aldığı sonucudur. Social welfare is one of the most important social policy tools which are used to prevent inequalities between sections and individuals via in kind and in cash welfare. It is important to whom and according to what criterias social welfare is going to be given, evaluating the social and economic statues of the people who needs social welfare is important in terms of measuring to what extent social welfare is useful. The aim of this study is to investigate the effect of social and economic factors of household such as age, gender, marital status education by benefitting from the set of micro data of Household Budget Survey done by Turkey Statistical Institution with the method of quantile regression. Important findings obtained as a result of econometric analysis; It is concluded that women receive more social benefits than men and single individuals receive more benefits that married people.
