Kbrn olaylarına karşı kurumların bilgi, eğitim ve tatbikat ihtiyaçlarını belirleme çalışması: Gümüşhane ve Trabzon illeri örneği

Abstract

ÖZET [DOĞAN, Gülsün]. KBRN Olaylarına Karşı Kurumların Bilgi, Eğitim ve Tatbikat İhtiyaçlarını Belirleme Çalışması: Gümüşhane ve Trabzon İlleri Örneği, Yüksek Lisans Tezi, 2019 (XIII +149 Sayfa) KBRN olayları toplumu bazen uzun bazen de kısa periyotlarda etkisi altına alan, ciddi boyutlarda sağlık problemleri yaşamasına neden olan ve özellikle yerel yönetimleri devre dışı bırakabilecek güçteki insan, doğa ve teknoloji kaynaklı afetlerdir. TAMP'nda da belirtildiği gibi yerel düzeyde KBRN olaylarına müdahale edebilmesi istenilen ve beklenen ilk ekipler, kamu kurumları ve paydaşlarıdır. KBRN olayları gibi tehdit ve riskleri oldukça fazla olan bu acil durumlar, çok kurumlu bir müdahale gerektirdiğinden, kamu kurumları ve paydaşları eğitim ve tatbikatlar gibi hazırlık faaliyetlerine daha fazla önem vermelidir. Bu kapsamda çalışmanın amacı, KBRN acil durumlarına personelin hem bireysel hem de kurumsal açıdan müdahale edebilme yeteneklerinin eğitim ve tatbikatlarla geliştirilmesine yön vermek ve bu doğrultuda gelecekteki eğitim çabalarının nereye odaklanması gerektiğini önermektir. Çalışma, Gümüşhane ve Trabzon illerinde, yerel düzeyde, TAMP'nda ana çözüm ortağı ve destek çözüm ortağı rollerini üstlenen bazı kamu kurumlarını ele almaktadır. Araştırmaya katılmayı kabul eden 425 kamu personeline ulaşılmıştır. KBRN olaylarına yönelik bilgi, eğitim ve tatbikat ihtiyacını ölçmeyi hedefleyen bir anket formu geliştirilerek verilerin analizleri SPSS 21 paket programı ile gerçekleştirilmiştir. Çalışmamızda kurumsal hazırlık puan ortalamaları 32,51±14,250 ile düşük düzeyde olduğu saptanmıştır. Katılımcıların KBRN olayları bilgi, eğitim ve tatbikat ihtiyaçlarına yönelik görüşleri ile hazırlık puanı değişkeni arasında pozitif yönlü, zayıf kuvvette ve anlamlı bir ilişkiye rastlanmıştır. The Study of Determining Information, Training and Exercise Needs of Institutions Against KBRN Events: The Case of Gümüşhane and Trabzon Provinces, 2019 (XIII +149 Page) The CBRN events are people, nature and technology-related disasters, who sometimes have long and sometimes short periods of time, have serious health problems, and are able to deactivate local governments. As stated in the TAMP, the first responder teams, public institutions and stakeholders expected to be able to intervene in KBRN events at the local level. These emergency situations, which have a great deal of threats and risks, such as kbrn incidents, require a multi-agency intervention, so public institutions and stakeholders should pay more attention to preparatory activities such as training and exercises. The aim of this study is to guide the development of the personel ability to intervene both individually and institutionally in emergency situations through training and exercises and to suggest where future training efforts should be focused in this direction. The study deals with some public institutions in the provinces of Gümüşhane and Trabzon, which assume the roles of the main solution partner and support partner in the TAMP at the local level. 425 public personnel who agreed to participate in the survey have been reached. Data analysis was carried out with SPSS 21 package program by developing a survey form aiming to measure the need for information, training and exercises for kbrn events. In this study, it was found that the institutional readiness score averages were low with 32,51±14,250. There was a positive, weak, and meaningful relationship between the participants views on CBRN events and the readiness score variable for information, training and exercise needs.
