Hazır beton tesislerinde ISO 9001:2015 kalite yönetim sistemleri ve uygulaması

Abstract

Kalite, insanoğlunun ihtiyaçlarını karşılamada en önemli faktörlerden biridir. Dünya nüfusunun artışı, sürekli gelişen ve değişen teknoloji, üreticilerin rekabet ortamında ayakta kalabilmeleri, kuruluşların kalite kavramını her geçen gün daha ciddiye almasını zorunlu kılmaktadır. Aksi durumda kuruluşların gelecekleri tehdit altına girmektedir. İnşaat sektörü insanoğlu var oldukça var olacak bir sektördür. Özellikle Türkiye gibi gelişen ülkelerde inşaat sektörünü ilgilendiren yasal düzenlemeler her geçen gün bu sektörün daha kaliteli olmasını zorunlu hale getirmektedir. İnşaatın en önemli alt sektörlerinden biri Hazır Beton sektörüdür. Özellikle 1999 İstanbul ve Düzce depremlerinden sonra yıkılan ve hasar gören binalardan elde edilen veriler, beton kalitesinde ciddi sorunlar olduğunu göstermiştir. Ve bu yıldan sonra yapılan yasal düzenlemeler Hazır Beton üreticilerinin kalitesini arttırmıştır. Yasal ve mesleki mevzuat ne kadar iyileştirilirse iyileştirilsin, kurumsallaşmayı ve uzun yıllar iş dünyasında yer almayı hedefleyen bir işletmenin her zaman kalite yönetimine ihtiyacı vardır. Bunu kaynakları, çalışanları, müşterileri ve üretimleri üzerinde belli programlar çerçevesinde planlar yaparak, hedefler koyarak, dokümante ederek, tetkikler ve ölçümler yaparak gerçekleştirebilir. Bu çalışmada ISO 9001 Kalite Yönetim Sistemleri standardı çerçevesinde Hazır Beton tesislerinde Kalite Yönetim Sisteminin uygulanabilirliğinin irdelenmesi amaçlanmıştır. Bu kapsamda Hazır Beton tesislerinin dökümantasyon sistemi, kaynak yönetimi, ürün ve hizmetleri için gerekli şartları, müşteri ile ilişkileri, tetkikler ve kontroller, ölçme ve değerlendirmeler ve iyileştirme faaliyetleri ele alınmıştır. One of the most important factors for meeting the human being' needs is the quality. Different factors, such as, world population increase, technological changes and improvements, and survival of the producers in competitive markets, make the companies care on quality concept. Otherwise, the future of the companies is threatened. Construction market will survive as the survival of human beings. The legislative regulations increase the quality of the construction market more specifically in the developing countries, like Turkey. One of the most important sub-branches of construction market is ready-mixed concrete market. Especially, the data obtained from the demolished buildings under 1999 Kocaeli and Düzce earthquakes showed that; there are serious problems in the quality of concrete in these buildings. After that, the legislative regulations improved the quality of ready-mixed concrete producers. Independent from the legislative and vocational legislations, a company which targets institutionalization and remaining active in the market needs quality management strategies. It can achieve this by following strategic plans, settings targets, gathering information, measuring and analyzing the data of its sources, employee, clients and products. In this study, in the framework of ISO 9001 quality management systems, the investigation of quality management systems in ready-mixed concrete plants. For this reason, the related issues, such as, documentation system, source management, required products and services, client relationship and control, analysis, assessment and healing activities are investigated for ready-mixed concrete plants.
