İnşaat sektöründe maliyet hesabı, eksiklikler ve çözüm önerileri

Abstract

Teknolojik gelişmelerin günden güne değişerek geliştiği bir dünya üzerinde yaşamaktayız. İnsanoğlunun bilgi birikimi ise her alanda artmaktadır. Bu birikim ise başta inşaat sektörü olmak üzere tüm sektörlerin gelişmesinde kendini göstermektedir. İnşaat sektörü hemen hemen her sektör ile bağlantılı olması ve ekonomik imkanların sınırlı olması nedeniyle oldukça profesyonel bir yaklaşım gerektiren sektörlerden biri haline gelmiştir. İnşaat yapımına karar verilmesinden başlanarak inşaatın bitirilip faaliyete girdiği ana kadar maliyet hesaplaması yapılmaktadır. Her aşaması ayrı ayrı hesaplanarak ona göre yol izlenilmektedir. Bu çalışma ile inşaat sektörünün tanımı, günümüze kadar ilerleyişi, inşaat sektörünün birbirleriyle ve diğer sektörlerle olan ilişkisi ve inşaat projelerindeki maliyetler ele alınmaktadır. Bu tez çalışmasının temel amacı, inşaat maliyet hesaplarının ayrıntılı bir şekilde ortaya konarak, maliyet hesabı sırasında ortaya çıkan hata ve yanlışlıkların temel sebeplerini irdelemektir. Bu amaç ile; yapılan bu yüksek lisans çalışmasında ilk olarak inşaat sektörünün finans ile bir bütün halinde olduğunun gözler önüne serilmesi için maliyet, gider ve harcama, maliyet yönetimi, maliyet tahmini, takibi ve analizi gibi kavramlar hakkında bilgiler verilmiştir. Verilen bu bilgiler örnek tablo ve şekillerle desteklenmektedir. Bu çalışma ile gözler önüne serilen bu bağlantılar dahilinde stokta bulunan malzeme miktarı, yapılan işin ne kadarının hakedilerek karşılığında alınacak miktarın, stoktaki malzemelerin kontrolü, yapılan işin ne kadara malolduğu ve ne kadarına daha ihtiyaç duyulduğu gibi konular izah edilmektedir. Bu izah ile inşaat sektörünün proje detaylandırılmasında ve hesapların takibi konusunda hangi kalemlerin ne derecede önemli olduğu konusunda daha bilgilendirici olacaktır. İnşaat projelerine ait maliyet üzerine örnek uygulamada, yaklaşık maliyet hesaplama, metraj belirleme işlemlerinin nasıl yapıldığı verilmiştir. Ayrıca, metrajın tablo haline nasıl getirildiği konusunda örnek maliyet hesabına yer verilerek izlenilecek yol hakkında ayrıntılı bilgi sunulmuştur. İnşaat sektöründe yapılan işlemlere ait dökümanlar tablo haline getirilerek, ayrı başlık altında kendi kalemlerine ait bölümler ile ayrı ayrı işlenerek detaylandırılmaktadır. Bu sayısal veriler inşaat projelerinin durumunu görmemizi sağlamaktadır. Çalışmanın sonucunda Kamu İhale Kanunundan ve bu kanuna göre hakediş dosyası içeriğinden, uygulamalarında karşılaşılan sorunlar ve bu sorunların çözüm önerilerine yer verilmiştir.

The construction sector has become one of the sectors that requires a highly Professional approach due to its connection with almıst every sector and limited economic opportunities. The cost calculation is made starting grom the decision of the construction until the moment the construction is completed and put into operation. Each stage is calculated separately and the path is followed accordingly. In this study, the definition of the cconstruction sector, its progress until today, the relationship between the construction industry and other sectors and the costs of construction projects are discussed. The main purpose of this thesis is to reveal the construction cost calculations in detail and to examine the main reasons of the errors and inaccuracies that ocur during cost calculation. For this purpose; In this master's study, firstly, information was given about the concepts such as cost, expense and expenditure, cost management, cost estimation, tracking and analysis in order to reveal that the construction industry is integrated with finance. This information is supported by sample tables and figures. Within these links, which are revealed with this study, issues such as the amount of material in stock, how much of the work done is earned and the amount to be received in return, the control of the materials in the stock, how much the work done and how much is needed are explained. With this explanation, the construction sector will be more informative about which items are important in detailing the Project and following up the accounts. Approximate cost calculation and quantity determination procedures are given in the sample application on the cost of construction projects. In addition, detailed information about the way to be followed by including the sample cost calculation on how to tabulate the quantity is provided. Documents belonging to the transactions made in the construction sector are tabulated and elaborated separately under a separate heading with sections belonging to their own items. These numerical data allow us to see the status of construction projects. As a result of the study, the problems encountered in their implementation and the solution suggestions for these problems are included from the Public Procurement Law and the progress payment file content according to this law.
