The personal and social benefits and harms of gambling, which has been more accessible, diversified, and widespread thanks to global internet use, sometimes find their place in country agendas. Due to its characteristics, the gambling sector requires effective management through public policies. In this direction, governments determine sectoral policies in two ways: by choosing to ban gambling activities completely or by regulating the sector by legalizing certain types. In this context, taxes stand out as one of the policy tools adopted by many countries. This research aimed to evaluate the success of taxes–as a public policy tool–in controlling the social and economic effects of the gambling industry. Through a systematic review, the role and success of taxation against the social and economic influences of gambling have been evaluated in light of literature research and application examples. The present study revealed that taxes, as a policy tool, are insufficient and may lead to undesirable results in combating gambling, which has limited-positive contributions to the country's economies but harms society by creating severe addictions and other irreversible social costs. © 2023 Günay, H. Worldwide cotton production and trade during COVID-19 pandemic: An empirical analysis for a three-year observation

The COVID-19 pandemic has posed a significant impact on agriculture. Due to its importance in world trade and human life, the effects of the pandemic on the cotton economy were evaluated by using the data of important organizations such as the U.S. Department of Agriculture, the World Trade Organization, and International Cotton Advisory Committee in this study. With the Chow test, which measures of structural breaks, the effects of COVID-19 on cotton production and trade were examined. According to the Chow test results, the pandemic had no significant effect on cotton production, exports and imports in the People’s Republic of China and Türkiye, while being highly influential on cotton production and exports in the U.S. and Brazil. Distinctively, in Pakistan, it had a significant impact on cotton production and import. It was observed that although the demand, trade and prices for cotton were descended, the cotton prices started to recover with the increase in demand in the third quarter of 2020. In June 2022, the highest peak in cotton prices was observed. As a conclusion, it is shown that cotton production and trade during the pandemic were affected in all countries except People’s Republic of China and Türkiye. However, the marks of the effects of factors such as decreasing stocks, uncertainties in national economies, high inflation and increase in production costs on the cotton economy will be better understood in the coming years. © Articles by the authors; Licensee UASVM and SHST, Cluj-Napoca, Romania. The Effects of Income, Occupation and Education on Household Cigarette Consumption in Turkey

This study aims to determine the variables affecting the cigarette consumption of households by employing logistic regression analysis based on the data of the Turkish Statistical Institute (TUIK) 2017 Household Budget Survey (HBA). In this model, the variables that affect cigarette consumption, namely, gender, age, education level, marital status, occupation, and the total disposable income earned by the household head in a year, are used. The results of this study indicate that variables of income, occupation and education of the household head affect cigarette consumption in Turkey. In this context, it is expected that focusing on young people, low educated and income groups in the fight against smoking will increase the success of the policies implemented.
